Extension to restrict members to reply only in their own topics

Detailed description of the tasks:

I'm interested in an extension that restricts certain members to only reply to topics they've started. The goal is to prevent confusion caused by some members jumping into other topics and giving incorrect advice. However, I still want them to be able to create their own topics and participate in discussions within those topics.

I'm open to how this can be implemented, whether through individual permissions, group permissions, or another method. My budget for this project is a couple of hundred dollars, and I'm happy to make the extension part of the open-source extensions database.

I understand my budget might not cover the full cost of development, but I'd appreciate it if some developers could share an approximate cost for such an extension. Hopefully, I can find co-sponsors to help fund this project!

I would be happy to give this a go. I think the most logical way would be to go down the permission route and have a forum based permission of `can reply to other user's topics`. Then you could set the permission for groups and on an individual user basis. Send me a PM if you'd like to discuss this some more with me.
