Extension description: Adds a permission setting to control who can reply to other user's topics.
Features
- Adds a permission to the forum `Post` category to restrict replies to user's that started the topic.
- Adds a new permission role to quickly set `no third party replies` for any group or user.

Installation
- Add the extension files into the `ext/danieltj/thirdpartyreplies` directory.
- Log in to the Admin Control Panel and install the extension.
- Inside the ACP, manage the forum based permissions to decide who can reply to topics they didn't start.
Tested on phpBB version: 3.3.12
