Can Admin Unilaterally Register Users?

I am in a custom car and hot rod club, and have just created a discussion forum for our members.

The challenge I have is that a some of our members are older (80s to 90s) and very challenged in using a computer. I fear that having them create their own username and password, then attempt to solve the spambot countermeasures and wait in queue until a moderator has approved their first post will confuse them. And I don't want to try and navigate each on of them separately through the process over the phone (we have about 80 members)...those of us with elderly parents know how that goes.

I would like to help them get past that initial hurdle. Ideally, I would like to be able to use my full Administrator permissions to unilaterally create their accounts with their personal emails, activate their accounts and simply give them a username and password.

Can I do this, and if so, how?

I'm attempting to follow the instructions. It indicates "Upload the extracted package into the ext directory of your phpBB board."

I've downloaded and unpacked the extension. Here are the contents:

What is the "ext directory"? Do I upload the extracted package through FTP client, or, do I do it through the ACP of my phpBB. And do I upload the "adduser" as a folder, or each of the subfolders?

The ./ext directory is located at the root of your board where the config.php file is located.
If you edit the composer.json file of the extension you will have the installation information "name": "phpbbmodders/adduser",, so ./ext/phpbbmoders/adduser
All the files of the extension must be in the folder adduser
