Sure you can but one of the files is outside of the style folder. Why do you want to remove/change that id ???

It’s essentially acting as a HTML namespace for the CSS and JavaScript files that are used by core. You could remove it but there’s really no reason to considering it can be relied upon by core files, extensions and styles.

ID attribute is for assigning unique identifier, it can only be used once on a page. The most common use is for anchor links that take you to specific part of a page, e.g. post links with #p123456 where p123456 is the HTML ID of the post.
Don't touch it, as already it mentioned it could be used by CSS or JS. I'm pretty sure it's used as selector for the pop-ups, e.g. when click "mark forums read".
