My 2 cents: Whether an extension is in the CDB says nothing about its quality. It is more important to read the support topics for it. Better to avoid authors who do not answer support questions themselves, who do not update their stuff, and who do not fix bugs for years.

Newly registered users is already a Group among default Groups, you cannot set it up.

If you want every newly registered users to be a normal regular user then,
under User registration settings, setting New member post limit to zero will automatically make newly registered user a regular user.

Note, this will make every user a normal user as soon as it registers on your forum.

I'm not sure if I'm following here but if you want specific newly registered user to have regular user permissions just remove them from newly registered user group.

All users that register are added to the registered users group, if the newly registered users group is enabled they added there too. The "never" permissions set in newly registered user group override any yes permissions they have been given belonging to registered users group. Once the user reaches X posts they are removed from NRU and only belong to registered users group.
