My 2 cents: Whether an extension is in the CDB says nothing about its quality. It is more important to read the support topics for it. Better to avoid authors who do not answer support questions themselves, who do not update their stuff, and who do not fix bugs for years.
For this new style, Neptune, plan to include a navigation menu like the one present on this board. This has been a request and the solutions proposed have never matched this menu.

The board is still your standard phpBB install with a style (prosilver_se, publicly available) and a logo on the headerbar (plenty of topics in the Styles forums) with a navbar. The navbar is not publicly available, but certainly achievable with an extension if one wishes to create one. I personally wouldn't call that "heavily MODified".
Neptune will have a nice navigation menu (subjectively I guess), but don't assume that you'll be able to edit the menu in the ACP to create a complex mega menu. Again, this is just a style and will not rely on phpBB core changes.
Admittedly people have been trying to achieve the phpBB.com menu for years and have asked countless times for something like it so don't worry... I plan on ensuring plenty of design requests / choices will be considered during the build phase.
