No HTML or CSS has been written yet. We’re still working on the colour palette at the moment. I agree there’s nothing exciting happening yet, but that will change when we have something worth sharing.
The important thing here is letting people know that a new style project is underway as I know plenty of people were concerned that there wasn’t any work happening with a v4 style.
I assume you'll be using CSS variables for the basic colours. Hopefully the minimum number of variables you need, and sanely named so people don't have to guess what they do ("clever" code names that obfuscate purpose for the sake of a few bytes are one of my pet hates).
Suggestion: Do not use hex or RGB codes for colours. Apart from simple cases like black and white they're non-intuitive and generally a PITA.
HSL is easier to use, despite the well-known inaccuracies with regard to colour perception, but it's still a poor option these days. LCH, or OKLCH, are much better and already have wide support. We can expect P3 and Rec2020 displays to be more relevant in future, so future proof the default CSS.
