I have a forum that some people can activate by registering via email,
but some people become inactive,
is there any way to turn off inactive users
because whenever I'm not online I can't do a manual activation and it blocks them from using the forum!

You mention some people can activate by registering via mail ... this implies this have a choice
Which Account Activation method are you using?
You mention that they become inactive, which insinuates they were active. Perhaps you meant they did not activate their account or did not receive the activation mail?
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

And l can't log in either.",I see it in inactive users, I went to activate it by doing it manually, but I need to do it every time, and I don't know why, some people are able to activate their logins directly by email, and some don't receive the email

So you're using email activation and the issue is that the activation mail isn't received (perhaps not sent).
Does a testmail arrive? Are you using gmail?
BTW you should use the Support Request Template Generator and post the output here. The board mentioned in a previous support topic doesn't seem to exist.
