how can I create a .htaccess for 3.3.14

The phpBB package comes with a .htaccess. If you can't see it it's probably due to your file visibility settings.
As to creating an .htaccess ... it's a simple text file so you can use just about any plain text editor (as long as you save it as a plain text file - even with WORD, Libreoffice. etc...
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.
