I have similar issue and cant find the fix. Whenever users press quote something it will start typing inside the quote instead of the spacing.
I tried editing the content.css and adding 1em line margin.
but it seems like it doesn't do anything, it makes users manually click to INSERT PARAGRAPH HERE. how can i fix this issue? i attached screenshot

There is nothing like that in phpBB. You look to be using some sort of visual editor. You would have to seek support where ever you got that.
