Perplexing Permissions Situation

I have a restricted forum within another restricted forum which requires a user to be in two certain groups to access.
COMITTEE forum needs Committee group to access
REGION forum needs Region group to access
(this is so that committee members can access certain hidden forums, but only their own regional forum).
This works fine for everyone except one user.
He cannot access his REGION forum, it is hidden.
If he uses the Tapatalk app on his phone then he CAN see the REGIONAL forum!

He uses his phone only, based on android using chrome browser.
I have checked that he is in the correct groups, I have taken over his permissions and everything is fine on my computer, and on someone elses computer.
I have asked him to clear his browser cache, and that did not help. He has used a different browser, and that did not help.
He has sent screen shots to confirm that, indeed, the REGION forum is hidden, but the COMMITTEE forum is visible.
He can access the COMMITTEE forum, but not the REGIONAL forum.
Any ideas?

Permissions tab >> View forums based permissions at the very bottom under the Permissions masks heading >> check "all forums" and submit >> Under
Look up use type in users name and click View permissions button

One of the ways this can happen is if they belong to another group with never permissions.
