Is there a way to set private messaging so that users can only message the admin?

Is there a way to set private messaging so that users can only message the admin and not each other?

Not that I know of, but there's a Contact Admin extension which can simulate that.
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

Maybe the PM Rules extension? Note that any users who have more posts than the set post limit will be allowed to PM other users.
