I have a feeling this is something simple that I'm missing, but I can't get the installation program to run. I can open the "introduction" page but when I click on the "install" tab I get a 404 error. I can do this when the installation is in a folder that I have set a sub domain to point to, but if I try using the straight directory structure in the browser all I get is a 404 error, as well as a warning that the "site is not secure."
I've tried two separate installations in two different folders, and I'm pretty sure I've set permissions as shown in the quick install portion of the instructions, but still nothing. I've also tried two different web browsers.
I should note that I have an earlier phpBB installation...a few years old, and dormant... in a different folder. I'm not trying to update it or anything so I can't see how this could matter, but thought I should mention it.
Any idea what's wrong?

When your browser displays a web page with a message such as: " 404 Not found ", this indicates that the HTTPS server did not find the requested resource. In other words, the page or web resource you are looking for does not exist or no longer exists.
For example, you install your forum in a folder /phpbb and you point the installation to the root https://domain.com instead of https://domain.com/phpbb

No ideas? I'm kind of thinking is some server configuration issue that's beyond me, but even then it would be good to have some ideas before contacting them...
I've now tried to install from two computers from three different networks using three different web browsers and it's 404 errors all around. My ISP says the install seems to run fine when they try it, so they assume there's no server side problem. I've followed the instructions to the letter, I think, and I get the same result.
I know this can work since I've used phpBB in the past, and I don't want to give up and find some other platform to learn, but I'm pretty much out of options.
Does nobody on this board have any experience that could help me figure this out?

When I go to afaforum.jeepwhisperer.com/install/ I get the intro page, but clicking on the Install tab results in the 404 error.
Also, if I try running it with a direct URL instead of the subdomain pointer, jeepwhisperer.com/afaforum/ this doesn't work at all. I'm figuring the two are related.
I did not... missed this one. I didn't question the upload since the support people at my host said they could run the install program fine... I'll delete the whole thing and upload a fresh copy. I hope it is this simple!
deleted the whole directory, changed the setting in filezilla, uploaded the folder phpbb3 and changed it's name to afaforum. Same result. Nothing has changed.

It's odd that your hosting company said it can be reached but you can't. Can you try to reach the site from another ip address, like your mobile phone for example?

Done that. Two computers, two networks in two different locations, my cell hot-spot, three different browsers, cleared cache etc.
