Load the "Manage Rules" page and add a rule title to the "Create new rule" field and submit it. From there you can edit the rule to contain your rule message. You can create an unlimited number of new rules.
Creating Categories:
A category is created once you create a rule inside of an existing rule. The parent rule becomes the category. For example, create a new rule and give it a title. Do not bother filling out the rule message as categories do not display messages.
Return to the "Manage Rules" page so you can see your newly created rule/category listed. Click on the rule's name to enter it. Now that you are inside the rule/category, start creating new rules. These rules will belong to this category.
