Pages won't show up in ACP Extensions

I have downloaded pages 2.0.3 to add to a board.

When I tested the extension locally, things worked out perfectly. I was able to use the extension. However, once I pushed it to the real server, I was able to enable the extension. However, the tab in the ACP didn't add in the pages link.

What I tried:
- Disabling all extensions and enabling them again after I enabled pages
- Fresh copy of the extension.
- Purged cache through the ACP
- Restarted ACP/browser.

Where I put my extension:
My extension is located in ext/phpb/pages

My local board has all extensions that the real board has too, so I doubt it can be a conflicting extension.

The only difference between the boards is the php version:
Local: 7.1.6
Online: 7.0.33-0+deb9u3

I do not own the online board, so I can't update the php version for that.

Both PHPBB versions are 3.2.3



I figured out the cause of the issue. Apparently the pages extension has a separate permission rule. Even if I had the permission on the board to manage extensions, the pages extension didn't automatically give me the needed permissions to see the module.
