Using 2.1.2 on live board
Have tried adding flags in the ACP and by adding them to the Migrations files but in each case while the 'Tooltip' works just fine in the ACP it does not on the Index page or in the Profile.
Also tested 2.1.4 on test board with Lampp stack on my PC with exactly the same results.

Is this normal or am I not doing something correctly.

Just for clarification, when I added the extra flags to the migrations files on my test bed I did disable the Extension and delete data before enabling the Extension to make sure it was starting from scratch.
Everything seemed OK as the database table was correctly populated and the flags appeared in the ACP.
Similar occurred to the live board as I had moved servers and upgraded from 3.1.8 to 3.2.1

In both cases when Inspecting the Element in the ACP it shows :-

But on the Index page it shows :-
<img class="flag_image" src="./ext/rmcgirr83/nationalflags/flags/eng.png" alt="" title="">
