I think the right link is: https://my-web-site/viewtopic.php?t=159

why this? ?

f=1&

This does not make the original links easily known to search engines.

Is I can make it like second link?

2. The links are not visible to visitors.. why?

Permission settings for users and groups determine who can view similar topics.

Check your Group permissions. By default only registered users can see.
