When you say "not working" what do you exactly mean? The thumbnail doesn't show?

Yes. no thumbmail, just images in normal size.

There are no thumbnails in the post with a picture quote.
If the quoted post contains an attachment, there is no trace of it.
If the attachment is inserted in text (in line), the attachment file name is given as text. Thumbnails are missing.

I can not think of anything I can do to make these two extensions work together.

You might like to try viewtopic.php?t=2410161 which works in a different way, and also works for attached images. The author says it is Lightbox Compatable.

@tojag. Attached images were never quoted anyway, so this extension does not change that behaviour.

Same problem in another extension. And same answer from extension's developer...

When I have the time I will look at it but as you had a similar reply from the other author I think it might be a case of incompatibility.

I updated phpbb to 3.2.4, it is still not working for quoted posts. It can be a problem of compatibility with lightbox because I have not seen it before. The recent version of lightbox is from Oct.'18.
But it is not a big problem, it is very good effect - no quoted images. It can be an option in future version of this extension - select: thumbnails or no images.
