If someone wants to join a site by mobile phone using this they cannot join. I went to a site on my mobile, went to register but could not because they have this. I now have to wait till later to join site on a computer.

Tried on my Jolla with default browser and WebPirate. Moving items works perfectly.

Doesn't work in Android neither with Opera nor with Chrome.

I have an Android running 4.4 and I tried Firefox and Chrome and both work. Also, 90% of my users on another forum I have are mobile users and they were all able to register. Something isn't right with your forum. It could be another extension that is interfering or the theme.

The problem was linked to the used theme.
Allan Style Subsilver (a prosilver one) uses also the jquery-ui.js (in an older version) and this is later loaded than the JS from the extension, so everything is redeclared and that's why the touch screen is not working.

and my own experience, one can use the style without loading this JS. And in this way one can avoid this problem on mobile devices.
