"Can create new user accounts" Permission

"Can create new user accounts" Permission stays on yes even though I set it to never, tried everything but still won't let me deny that permission to moderators.

Sorted it now, my phpbb_acl_options table had a non consecutive auth_option_id in for the a_add_user. It was put in as permission 119 below the existing permission 117 changed it to 118 and it now allows me to set the permission correctly in ACP.

Can you please explain what your issue was? I am getting ready to install this mod, and I am a bit afraid that other members will be able to use this feature.
