In ACP

-- Global permissions
-- Administrator
In the groups table, Global Moderators is there along with Administators..
The only permission set for Global mods is "Can create new user accounts"..
This permission by default is set to Yes.. Try to set to no.. okay confirm.. go back it's reselected to Yes.

Try to delete Global Moderators group from Global permissions Administrators.
And well you can't..

The only mods I have.
Automod | 1.0.0.1
ACP add user | 1.1.0
Prosilver SE theme(wouldn't matter)

Is this a bug or part of the MOD?

It is a UMIL error. To fix it you will need to go into your database and do the following:

click on the acl_options table and find the number associated with the a_add_user permission (you will need this number)
click on acl_roles_data and find the number you wrote down before and delete it from the table.

Remember founders can always do everything so don't be surprised if you still see the ability to add users if you set the permission to no for Administrators.
