It depends on Ultimate SEO configuration, not Sitemap. URL rewriting type should be "Advanced"

Is SQL-rewriting enabled?
Have you tried to "Reset all topic URLs" and resynchronize them after that? http://www.sukutforum.com/phpbb_seo/sync_url.php

Disable sitemap caching for testing period.
Remember to back up your DB before any changes.
